vs
Cognism vs ZoomInfo
EMEA phone compliance, coverage, and pricing compared.
The short answer
Choose Cognism if your prospecting spans the UK, Europe, and North America and you need phone-verified mobiles screened against Do Not Call registries in a dozen-plus named countries. Choose ZoomInfo if you want the largest published contact database in this comparison, credit-based pricing tied to data depth, and a platform built for broader go-to-market workflows rather than published phone-compliance detail.

Cognism: phone-verified data built around EMEA compliance
Cognism sells subscription seats bundled with usage credits rather than posting a price list. Its Standard plan is described as built for teams that need core prospecting workflows and includes 5 seats. Credits are used to reveal, enrich, or export a contact, with each seat carrying its own credit allocation and more credits available for purchase as usage grows. The unit is simple even without a public number: 1 credit equals 1 revealed contact. 1
Cognism's core pitch is phone-verified mobile data. The company says it holds more than 10 million phone-verified contacts globally and refreshes 95% of director-level and above contacts every 30 days. It cites an independent study, calling 1,000 contacts' mobiles, to support a claim that phone-verified numbers connect 3 times more often than standard mobile numbers. On compliance, Cognism says it screens its telephone database against Do Not Call registries in the UK, US, Australia, New Zealand, Germany, France, Ireland, Spain, Portugal, Croatia, Sweden, and Belgium, and separately says it cross-references DNC lists across an "industry leading" 15 territories. For GDPR, Cognism says it relies on the lawful basis of legitimate interest under Article 6(1)(f), and more broadly says its data practices adhere to GDPR and CCPA guidelines. A customer quote on Cognism's own site claims the vendor can power prospecting across "the UK, Europe and North America" from one database, though that is a vendor-selected testimonial rather than an audited coverage figure. 32
On integrations, Cognism lists direct connectors for Salesforce, HubSpot, Pipedrive, Bullhorn, and Microsoft Dynamics, plus Salesloft and Outreach for sales engagement, and Zapier for connecting the rest of a tech stack. 4
Where Cognism falls short
The pricing page never states a dollar figure: the seat count (5, on both Standard and Pro) is the only fixed commercial detail Cognism publishes, and everything else routes to a sales conversation. Its headline connect-rate claim comes from a study Cognism cites but does not link to an independent source for, so treat the 3x figure as a vendor-reported number rather than one Modern Inbound verified directly. And Cognism's own compliance page says it is still working to register in more Do Not Call registries, so its named 15-territory list is a point-in-time count, not a finished map. 132
ZoomInfo: a very large database with less publicly documented phone compliance
ZoomInfo's sales product page states the underlying contact database has more than 70 million direct-dial phone numbers and more than 174 million verified email addresses. Pricing is not published as a rate card. ZoomInfo says pricing depends on three variables: features and functionality, number of licenses, and credit usage, and that credit cost scales with the depth of information requested, with richer credits covering technographics, department budgets, org charts, and real-time company-event alerts while basic credits cover standard firmographic details. None of the official pages fetched for this article states a dollar amount; ZoomInfo instead frames packaging around license count and the level of data access purchased. 5
On data sourcing, ZoomInfo says its privacy program considers applicable global and domestic privacy laws, naming CCPA in the United States and GDPR in the European Union as the standards it follows. It also states specific limits on what it collects: no personal browsing history, no sensitive data categories, and no information that relates to individuals solely in their personal capacity. None of the ZoomInfo pages we could fetch for this research, including its data-sourcing page and its privacy policy, name specific Do Not Call registries the way Cognism's compliance page does. 7
For workflow scope, ZoomInfo can identify prospects early by tracking companies that are researching solutions like the customer's. On integrations, ZoomInfo says customers can purchase plug-and-play connectors that sync its data into CRM, marketing automation, and sales automation platforms, and its developer documentation describes a public API for building custom integrations, enriching records, and building audiences. 56
Where ZoomInfo falls short
ZoomInfo's public pages do not show a specific price or a named list of Do Not Call registries it screens against; a dedicated global-coverage page returned a 403 error when we tried to fetch it during this research, so that gap is a fetch limitation on our end, not proof ZoomInfo lacks EMEA data. Its compliance language is also shorter than Cognism's dedicated compliance FAQ, tying data sourcing to CCPA and GDPR as general standards without publishing the country-by-country DNC detail Cognism documents. 57
Regional coverage and phone compliance: EMEA vs North America
The specific question worth answering before a trial is which vendor is actually built for your target regions, and which one can show its phone numbers are safe to dial there.
Cognism answers this directly on its own pages. It documents DNC screening against named registries in the UK (TPS and CTPS), US, Australia, New Zealand, Germany, France, Ireland, Spain, Portugal, Croatia, Sweden, and Belgium, and separately claims DNC cross-referencing across an "industry leading" 15 territories total, while noting it is still working to add more. Its GDPR position is specific: Cognism says it relies on the lawful basis of legitimate interest under GDPR Article 6(1)(f), with assessments in place to support that basis. A customer testimonial on Cognism's site frames this as one database covering "the UK, Europe and North America", consistent with Cognism's European roots and its later North America expansion. 23
ZoomInfo's public pages, by contrast, describe a large aggregate database, over 70M direct dials and 174M verified emails, without a regional breakdown on the pages available to us. Its data-sourcing page frames compliance around CCPA and GDPR as general standards rather than naming specific DNC registries, and states categories of data it deliberately does not collect. We tried to fetch ZoomInfo's dedicated global-coverage page to check an EMEA-specific breakdown and it returned a 403 error, so we cannot confirm or deny a regional split from an official source; that is a research access gap, not a claim about ZoomInfo's actual coverage. 57
For a team buying primarily for EMEA outreach with phone as a channel, Cognism's public documentation gives more to verify in a trial: named DNC registries, a stated legitimate-interest basis, and phone-verification methodology. For a team centered on North America with a broader intelligence and workflow need, ZoomInfo's database-scale claims and credit-based pricing model are the more relevant public facts, even though the regional and DNC specifics were not available on the pages this research could reach.
Which one should you choose?
Choose Cognism if you sell into EMEA, need phone numbers documented as DNC-screened across multiple named countries, and want a stated GDPR lawful basis you can reference in a security review. 2
Choose ZoomInfo if you want the largest published contact database in this comparison, a credit system that scales with data depth, and a platform road-mapped toward broader go-to-market workflows over granular phone-compliance detail. 5
Either way, get a written quote that separates seats, credits, add-ons, and renewal terms before you sign, and run a small phone-verified test list through the vendor's own compliance screening in the countries you actually call.
