The short answer

Choose between building an internal outbound team and buying an outsourced service by comparing the work each option covers, the management capacity you can supply, and the records you will own. Our recommendation is to define those requirements before requesting prices. Use the same qualification rules and reporting period for both options, then test the uncertain parts of the decision with your own accounts.

  • Consider building when you can assign a manager and want to develop the operating process internally.
  • Consider buying when you can specify the service clearly and retain someone to review execution.
  • Consider a hybrid when you want to keep account strategy and qualification decisions while contracting defined research or execution tasks.

These are decision rules for this guide, not findings that one model wins across all companies. Here, “build” means hiring and operating the team internally; “buy” means contracting an external service to perform agreed outbound work.

1. Define the work before comparing a salary with a proposal

Start with a written list of deliverables. Specify target accounts, research depth, required contact fields, outreach channels, message approval, response handling, scheduling and the handoff to sales. For every activity, assign an operator, an approver and a record location. Ask both the internal team owner and the provider to price that same list.

The following is a proposed planning worksheet. The entries are questions to resolve, rather than promises about either model.

Use this worksheet to expose missing work. For example, a proposal limited to appointment setting should include a separate answer about who handles substantive replies and supplies meeting context. An internal plan should name the person responsible for those same tasks. Resolve gaps before treating the two prices as comparable.

2. Build a complete internal cost model

For staffing context, The Bridge Group's 2025 findings are drawn from survey responses from 351 B2B companies; 78% were North America-based and 83% were B2B SaaS. It reports median SDR on-target earnings of $80K. The authors describe the research as observational. Treat these figures as context for a comparable hiring market, rather than evidence that an internal team beats a service. 1

Construct your own budget from actual recruiting quotes and payroll assumptions. Include base pay, expected variable compensation, employer costs, recruitment, data, software, equipment, allocated manager time and enablement. Show one-time setup separately from recurring spending. Give shared expenses an explicit allocation rule so that the model can be reviewed later.

BLS reports private-industry employer compensation of $46.89 per hour worked in June 2026, comprising $32.82 in wages and salaries and $14.07 in benefits. These are broad private-industry figures, not SDR compensation estimates. Use them to understand the distinction between wages and total compensation; do not apply the figures as an SDR hourly rate or add them to a salary benchmark. 2

In the worksheet, separate cash spending from allocated existing resources. A manager's time may be an allocation rather than a new hire. Record the hours anyway, then show the cash-only total alongside the total with those resources included. This makes the budget useful both for cash planning and for deciding whether existing staff have enough time.

3. Price the service and the work retained internally

Ask for a written scope covering setup fees, recurring fees, usage charges, data licenses, software access, minimum term, cancellation terms and any outcome-based charges. Request the rules for disputed meetings and replacement work. Keep quoted fees attached to the proposal date and scope; this guide supplies no universal service price.

Add your own retained work to that quote. Budget the hours needed to approve targeting, explain the product, review messaging, inspect quality, handle exceptions and follow up on accepted opportunities. Require a named internal owner even if a provider offers a dedicated account manager.

For both options, calculate:

Evaluation-period cost = setup spending + recurring spending during the period + allocated internal oversight + expected transition costs.

This is a suggested accounting structure. Populate it with your own records, and label uncertain inputs. Run a low and high estimate for inputs such as recruiting time, provider usage charges and internal review hours. If the preferred option changes when an uncertain input moves slightly, that input deserves evidence before commitment.

4. Make ramp and management requirements explicit

The Bridge Group reports average SDR ramp time of 3.0 months, average SDR tenure of 1.9 years and a rep-to-leader ratio of 6.4 SDRs per leader. These describe the surveyed organizations. They are not a provider launch promise, a replacement schedule or a staffing requirement for your team. 1

Write separate dates for recruitment, access setup, training, first approved activity and the first quality review. For a provider, request equivalent milestones starting from the signed scope and completed briefing. Define what must be delivered at each milestone and who signs it off.

Salesforce's onboarding guide advises defining clear 30-60-90 day objectives and blending asynchronous learning with live coaching and real-world practice. It is vendor guidance about onboarding, not a controlled comparison of internal and outsourced teams. 4

Our suggested readiness checks are a correct account-selection exercise, an approved research sample, a product explanation, a reply-handling exercise and an accurate CRM handoff. Use checks suited to your offer. Reserve manager or reviewer time for them in either plan. Avoid treating a calendar deadline alone as proof that the team is ready.

5. Keep control of records and responsibilities

Make ownership a contract discussion before launch. Request explicit terms for CRM records, research outputs, message versions, account exclusions, suppression records, sending assets, reporting exports and access permissions. Specify what you can export, in what format, when and at what cost. Include the handover procedure if either party ends the engagement.

For US commercial email covered by CAN-SPAM, the FTC says a company cannot contract away its legal responsibility by hiring another company to handle email marketing. Its guidance also says you must honor a recipient's opt-out request within 10 business days. This source addresses US CAN-SPAM duties; it does not establish the rules for every channel or jurisdiction. 3

Our operational recommendation is to assign an owner for suppression updates and a way to confirm that updates reach everyone executing campaigns. Ask for a demonstration using a test record before launch. Document escalation for a disputed record, an incorrect claim or an unexpected campaign. Include the responsible people and response steps in the operating agreement.

6. Decide with comparable local evidence

Choose the outcome definition before the trial. For example, define a held qualified meeting using target-account eligibility, attendee role, attendance and a documented business reason for the conversation. Specify who accepts the outcome and how duplicates, reschedules and existing opportunities are treated. These are proposed measurement rules, not benchmark results.

Compare the same account segment over the same evaluation period where practical. Record differences in list quality, offer, geography, channels and sales follow-up. If you cannot make the conditions comparable, describe the result as an operational observation and keep those differences visible.

Track spending, internal hours, accepted meetings, accepted opportunities and eventual revenue against dated account records. Keep early-stage outcomes separate from closed business. Before calculating a cost per outcome, reconcile the numerator and denominator to the same period and cohort. If no outcomes have matured, show the spending and unfinished work rather than manufacturing an ROI estimate.

Set a review date and a decision rule in advance. You might continue only if the work meets your quality requirements, stays within your budget and produces usable records. If results are inconclusive, identify the missing evidence and cap further spending while collecting it. The decision should explain what you learned about your own operating constraints.

FAQ

Does the $80K SDR figure represent the full cost of building?
No. The Bridge Group labels it median SDR on-target earnings. BLS separately distinguishes wages from employer benefit costs. Use your own employer expenses and operating budget to calculate the full build cost. 12
Should every internal team be fully productive after three months?
