A defensible budget model.
The short answer
There is no credible universal 2026 dollar cost for a dirty CRM. The bill depends on record volume, which fields are used, the software contract, internal labor, outside services and the amount of downstream rework actually observed. A defensible budget separates direct cleaning spend from the operational impact of bad records. It also avoids assigning every lost deal to the database simply because a field was imperfect.
The direct side includes any added software or service fees, analyst or administrator time, and temporary project support. The operational side includes measurable rework, duplicate handling and misrouted handoffs. HubSpot's own guidance illustrates a contract-specific cost driver: contacts eligible for marketing activity count toward a contact tier, while other contacts can be excluded before signup . That mechanism is real, but its dollar effect depends on your subscription and how contacts are classified. 2
1. Define the hygiene problem before pricing it
A CRM can contain exact duplicates, false duplicate candidates, missing required properties, inconsistent formatting, stale contact details and records associated with the wrong company. These are different failure modes. HubSpot's data-quality tools show duplicate counts and property-formatting issues separately . Salesforce defines a matching rule as a way to identify duplicate records for duplicate rules and jobs . Neither product feature says every flagged record is wrong. 34
Choose a bounded scope: for example, active sales contacts created or modified in the past year, together with the companies and opportunities they touch. Freeze a baseline date. Record the number of records reviewed, defect types, severity, and whether a human confirmed each defect. This prevents a count of algorithmic suggestions from being mistaken for a count of genuine errors. HubSpot explicitly permits rejecting a potential duplicate and retaining both records, which illustrates the need for adjudication . 3
Define what 'clean' means for the business purpose. A historical job title may be accurate as a historical record but unusable for a present-day routing rule. The UK's Information Commissioner's Office says whether data needs updating depends on what it is used for . A universal rule to refresh every personal field every month could waste money and create privacy risk. 1
2. Direct software and service costs
Begin with the actual contract, not a generic per-record figure. List the CRM subscription, any data-quality add-on, matching or enrichment service, one-time migration vendor and the labor required to configure them. Separate recurring subscription commitments from usage-based charges and one-time setup. Do not count a feature's full annual license as an incremental hygiene cost if you would have bought that platform anyway; allocate only the portion you can justify.
Contact-tier pricing needs particular care. HubSpot's marketing-contact guide says eligible contacts count toward the contact tier and that other contacts can be excluded before signing up . It also says contacts must be marked as marketing for its marketing actions . Therefore, wrongly classifying records can affect which tier a customer needs, but the saving is not automatically the number of duplicates multiplied by a published price. Check your contract's current tier boundaries, billing cycle and reclassification rules before claiming a financial benefit. 2
Then estimate labor: hours for rule design, export and backup, duplicate review, corrections, spot checks and ongoing monitoring. Use the fully loaded hourly cost of the people actually doing the work. If external help is purchased, use the quoted fee and scope. Do not add both an agency's all-inclusive fee and the same labor hours again. A simple direct-cost formula is incremental tool and service fees plus internal hours multiplied by loaded hourly cost. Label each input as an assumption until finance verifies it.
HubSpot recommends a standardized cleaning process that identifies inaccurate or incomplete data, corrects or removes it, and repeats on a regular cadence . A recurring budget should therefore include review time after the initial clean-up; treating hygiene as a one-off project understates maintenance. 2
3. Operational impact is not the same as a vendor bill
A duplicate account may force a rep to inspect two timelines, split a handoff or trigger conflicting ownership. A missing territory field may require manual routing. A stale contact can cause research and correction work before the next legitimate outreach attempt. These are plausible mechanisms, but price only the events your team records. Use a time sample: count confirmed incidents, observe minutes of rework per incident and multiply by loaded labor cost. Keep the sample size, dates and affected workflow beside the estimate.
A second category is decision cost. If pipeline reporting double counts an opportunity, management may make a poor allocation decision. But a dollar attribution requires evidence that the wrong decision occurred and what changed because of it. Do not turn 'some duplicates exist' into 'we lost a fixed percentage of revenue.' Start with measurable rework, then add verified business outcomes only where the causal chain is documented.
For a before-and-after comparison, hold the workflow and definitions steady. If you change CRM rules, lead source, team size and territories at once, an improvement cannot be cleanly credited to data hygiene. Track defect incidence per reviewed record, correction time, repeat defects and affected handoffs. HubSpot offers a contacts-and-companies duplicate view; Salesforce supports standard and custom matching rules . These are operational capabilities, not financial ROI claims. 34
4. A transparent cost worksheet
Create four rows: direct subscriptions, external services, internal correction labor and observed workflow rework. For each row, show quantity, unit price, contract or time-study source, period and whether the amount is one-time or recurring. Summing those rows gives a local budget estimate, not an industry benchmark. If you want a net-benefit estimate, subtract the cost of the proposed cleaning program from verified avoidable costs, and show uncertainty around both.
For illustration only, imagine a team confirms 120 duplicate pairs in a quarter and samples 20 of them. If the observed review time is six minutes per pair, it can estimate review labor for that queue. But the 120 and six minutes are hypothetical worksheet inputs, not a published benchmark. Change them to your measured values, then compare with the cost of preventing new duplicates. Also audit false positives: HubSpot's option to reject a suggested duplicate and retain both records is a reminder that aggressive merging can itself create harm . 3
Prioritize by materiality. A missing billing entity on an active opportunity deserves attention sooner than a minor formatting inconsistency on an inactive historical contact. The ICO's accuracy guidance is purpose-sensitive and asks organizations to take reasonable steps to avoid incorrect or misleading personal data . A risk-based queue is usually more defensible than paying to touch every old field equally. 1
5. Privacy and governance are part of the cost
Personal data is not merely a sales asset. The ICO says discovered incorrect or misleading personal data should be corrected or erased as soon as reasonably possible, and challenges to accuracy should be considered carefully . It also recommends processes to check accuracy and record data sources . These points apply in the UK context; legal obligations elsewhere differ and should be reviewed with counsel rather than inferred from this page. 1
Keep a source and last-verified date for fields whose current accuracy matters. Document who can edit, merge or delete records, and preserve a review path for contested corrections. The ICO recommends a process to identify when information must be updated to fulfill its purpose . That does not authorize indiscriminate enrichment or retention of extra personal details. Your proposed data-cleaning method must fit the original collection purpose and relevant privacy rules. 1
